Our Leadership
Jessica has held several senior-level positions, including Deputy General Counsel, Personnel Law at the Defense Commissary Agency and Senior Associate General Counsel for Personnel and Ethics at the Defense Contract Management Agency. She is a highly respected subject-matter expert in ethics, personnel, labor, and HR related issues. She has over 28 years’ experience providing advice and facilitating training on complex and contentious personnel, ethics, and leadership related matters. She is a highly sought-after resource as a leadership coach, training and workshop facilitator, workforce development consultant, and keynote speaker.
Jessica also has a passion for community service and has held positions on her community board of directors, participated in her Church as a musician, sings with a 70+ voice ecumenical chorus and often volunteers in other capacities. She enjoys traveling and recently joined others on a mission trip to Lithuania.
Jessica holds a Bachelor of Arts from the University of Texas, El Paso (BA) and a Juris Doctor from Whittier College, School of Law. She is also a graduate of the Senior Executive Fellows Program at Harvard University. She has received numerous awards throughout her career to include the Civilian Career Service Award (DeCA), Meritorious Civilian Service Award (DCMA) and Exceptional Civilian Service Award (2x) (DCMA).
